Strengthening conflict prevention tools and institutional approaches in Africa.

On 29 June – 1 July 2024, the African Peer Review Mechanism (APRM) hosted a workshop for peer-to-peer learning and experiences sharing among Member States. The event was held in Cairo, Egypt. Participants included civil society organisations (CSOs), representatives from SADC, COMESA, ECOWAS, ECOSOC and members of the APRM NGCs Continental Consultative Committee. Against the backdrop of conflicts defined by extremist violence, unconstitutional changes of government, poor governance and related socio-economic challenges, the workshop discussed the relevance of the APRM’s Country Structural Vulnerability and Resilience Assessment (CSVRA) and Country Structural Vulnerability Mitigation Strategy (CSVMS) as early warning and response tools to inform structural conflict prevention efforts. The CSVRA and CSVMS are the two tools that form the Continental Structural Conflict Prevention Framework (CSCPF) developed by the African Union Commission in collaboration with the Regional Economic Communities/Mechanisms. Even though these tools have enormous potential to guide early warning and responses in structural conflict prevention in Africa, they have not been adequately used by member states, with only four member states volunteering for the assessment processes since 2015.

The workshop therefore discussed the challenges behind the limited accession of the CSVRA/CSVMS by Member States and provided an opportunity for the various stakeholders to share experiences and find common areas of interest, which could possibly feed into joint projects and initiatives, related to the CSVRA/CSVMS.
