ACCORD’s support for stabilisation efforts in Somalia is key to the work of the organisation and in contributing to sustainable peace in Africa. In supporting this endeavour, ACCORD has had a long standing relationship with AMISOM which has since been strengthened through a Memorandum of Understanding between the two institutions. For effective planning and management of the mission’s resources, AMISOM held its 2017 budget workshop in Nairobi, Kenya from 18-19 February 2016. The workshop brought together all the AMISOM Mission components, several African Union (AU) departments including the Finance and Peace and Security departments as well as partners. ACCORD was also represented in the workshop by the Training for Peace Programme at ACCORD (ACCORD/TfP) within the Peacekeeping Unit.
The workshop highlighted the 2015 achievements and key performance elements such as: community policing in Hawl Wadag District; training for new Somali recruits; establishment of the crisis hotline 5555 Ceebla for victims of rape and all forms of sexual violence and abuse (this crisis line is expected to facilitate timely reporting and response to cases of abuse); renovation of a clinic for the Somali Police Force in the Bay region in support of efforts to ensure improved access to healthcare by the police and the community in general; supporting sports in Afmadhow; construction of a new police station at the Aden Abdulle Airport in Mogadishu and the renovation of a police station in Dhobley. These are some of the many achievements AMISOM highlighted during the workshop. There was also a presentation on UNSOS support to the AMISOM Trust Fund. The workshop also discussed the 2016 objectives, outcomes and achievements as a way of informing ensuing discussions on the 2017 budget development and projections. Discussion on the 2017 activities and budget was presented by AMISOM’s working groups: Support to Political Processes; Support to Security Sector Reforms; Support to Stabilization and Early Recovery; Support for the Securing of the Main Supply Routes; Support for Protection, Human Rights and Gender Processes; and Mission Support Functions.
ACCORD remains committed to supporting AMISOM’s efforts in strengthening the institutional capacity of the Federal Government of Somalia (FGS) and contributing to sustainable peace in Somalia and in Africa. This is also linked to ACCORD’s close collaboration with the AU’s Peace Support Operations Division (PSOD) in strengthening peace support operations in Africa. The Programme also used this opportunity to further discuss proposed joint areas of collaboration between ACCORD/TfP and AMISOM for the year 2016 and 2017.
