A significant outcome of the policy development work of TfP/ACCORD was the adoption of the recommendations in a report of the African Union (AU) African Standby Force (ASF) Civilian Dimension Staffing, Training Rostering and Recruitment (STR) Workshop in the May 2009 meetings of the African Ministers of Defence and Security (AMDS) and the African Chiefs of Defence and Security (ACDS).
TfP/ACCORD supported the AU Peace Support Operations Division (PSOD) in the conduct of the Workshop which took place in Kampala, Uganda from 10 – 12 July 2008. The immediate implication is that all Regional Economic Communities (RECs)/Regional Mechanisms (RMs) will be required to implement the decisions of the AMDS and ACDS, including the Kampala Report, which has become a reference point amongst partners and stakeholders alike in discussions relating to the ASF civilian dimension.
